MENEROKA PENGURUSAN SYARIAH KOPERASI KARIAH MASJID DI MALAYSIA (Exploring Shariah Management of Mosque Cooperatives in Malaysia)
Abstract
ABSTRAK
Gerakan koperasi kariah masjid di Malaysia telah menunjukkan perkembangan positif di seluruh negara. Inisiatif yang diwujudkan untuk menyediakan sumber ekonomi dan pendapatan yang mampan dan konsisten kepada institusi masjid bukan sahaja membantu dalam aktiviti keagamaan masjid tetapi sebagai penyumbang utama dalam mewujudkan ekosistem yang berkesan untuk melahirkan dan meningkatkan kejayaan sosioekonomi ummah. Oleh itu, untuk mencapai kejayaan tersebut, terdapat keperluan untuk tindakan dan proses tadbir urus dan kawal selia yang mantap dan tersusun. Ini kerana, integriti sesebuah organisasi bergantung kepada aspek tadbir urus dan kawal selia yang menjadi rujukan dan panduan utama kepada pergerakan organisasi. Kajian ini merupakan suatu kajian awal membentuk kerangka model tadbir urus syariah koperasi kariah masjid. Model berdasarkan Teori Perusahaan Syariah (SET) yang mengandungi empat prinsip utama tadbir urus korporat Islam, iaitu akauntabiliti, keadilan, tanggungjawab dan ketelusan dipilih bagi mencapai objektif kajian dalam memperkasakan tadbir urus syariah koperasi masjid. Hasil kajian yang dijangkakan menunjukkan bahawa konsep Tawhid, Syura dan Ta’awun yang mendasari teori ini akan memberi impak yang besar kepada Koperasi Kariah Masjid dari segi pengurusan dan pembangunan koperasi Islam yang kondusif di Malaysia. Tambahan pula, melalui penerapan nilai-nilai tadbir urus syariah yang berkesan, ia boleh mempengaruhi tindakan dan tingkahlaku pengurusan koperasi kariah masjid dalam memastikan koperasi ditadbir dengan baik dan berkesan.
ABSTRACT
The mosque institutions in Malaysia have created a mosque cooperative movement that shows positive developments throughout the country. The initiatives created to provide sustainable and consistent economic and income resources to mosque institutions not only assist in the religious activities of mosques but as a major contributor in creating an effective ecosystem to produce and enhance the socioeconomic success of the ummah. Therefore, to achieve such success, there is a need for robust and structured governance and regulatory actions and processes. This is because, the integrity of an organization depends on the governance and regulatory aspects that
are the main reference and guide to the movement of the organization. This study is to establish syariah governance of Mosque Cooperative. A model based on the syariah Enterprise Theory (SET) which contains four main principles of Islamic corporate governance, namely accountability, justice, responsibility and transparency was selected to achieve the objectives of the study in strengthening the syariah governance of mosque cooperatives. The expected results show that the concepts of Tawhid, Syura and Ta’awun that underlie this theory will have a significant impact on the Mosque Cooperative in terms of the management and development of a conducive Islamic cooperative in Malaysia. Furthermore, through the effective application of syariah governance values, it can influence the actions and behaviour of the management of the mosque cooperative in ensuring that the cooperative is well administered and effectively.
