Peranan Negara dalam Kumpulan Wang Simpanan Pekerja (KWSP) sebagai Perlindungan Sosial Golongan Rentan (The Role of the State in the Employees Provident Fund (EPF) as Social Protection for Vulnerable Groups)
Abstract
Amid the complexities of globalization, laden with economic uncertainty and mounting living costs, social protection systems have become the foremost bulwark of citizens’ well-being. In Malaysia, the Employees Provident Fund (EPF) stands as a vital pillar not only ensuring retirement savings but also acting as a buffer against social risks during times of crisis. This article argues the role of the state has evolved in shaping, managing, and strengthening the EPF as a sustainable instrument of socio-economic development. Using a qualitative approach and thematic analysis of both primary and secondary data, the study examines the factors driving the EPF’s evolution amid structural economic shifts, labour market dynamics, and social equity challenges. Findings indicate that the EPF has undergone significant transformation through innovations such as the Flexible Account and special withdrawal schemes during the COVID-19 pandemic, reflecting institutional adaptability to the realities faced by low-income and vulnerable groups. Indeed, the EPF’s functional capacity underpins efforts to develop new frameworks that reinforce the effectiveness of social protection mechanisms. The paper underscores the state’s strategic role as a protector, coordinator, and enabler in ensuring that the social protection system remains inclusive, adaptive, and resilient. In particular, attention is directed towards the need to establish a sustainable equilibrium between economic growth, social well-being, and the country’s long-term resilience. Hence, it calls for comprehensive policy and structural reforms to reinforce the EPF’s role as a catalyst for social well-being and a balancing force between economic growth and social justice.
