Jawatankuasa Kemajuan dan Keselamatan Kampung (JKKK) berfungsi sebagai pengantara komunikasi antara kerajaan dan rakyat serta menggerakkan pembangunan komuniti luar bandar. Namun terdapat kelemahan dalam aspek kepimpinan JKKK yang memerlukan evolusi dalam konteks kepimpinannya. Kajian ini akan mengenalpasti tahap amalan kepimpinan transformasi JKKK di Kampung Pachitan, Port Dickson, Negeri Sembilan. Teori kepimpinan transformasi berteraskan kepada empat dimensi dalam model Bass iaitu pengaruh ideal, inspirasi motivasi, rangsangan intelek dan pertimbangan individu. Kajian kualitatif dilakukan dengan menggunakan kaedah pengumpulan data primer melalui proses temu bual bersama informan yang telah dikenalpasti dan pemerhatian terhadap program homestay yang telah dilaksanakan. Kaedah data sekunder juga digunakan melalui rujukan kepada dokumen Rancangan Malaysia Kesebelas dan Pelan Induk Pembangunan Luar Bandar. Dapatan kajian menunjukkan bahawa kepimpinan JKKK Kampung Pachitan telah mengamalkan semua dimensi kepimpinan transformasi berdasarkan model Bass. Dimensi lain selain model Bass juga diamalkan iaitu penglibatan dalam proses membuat keputusan. Dimensi pengaruh ideal adalah yang paling dominan. Elemen kepercayaan kepada kredibiliti kepimpinan JKKK memainkan faktor utama dalam dimensi pengaruh ideal. Dapatan kajian ini boleh dijadikan asas kepada pembangunan model kepimpinan transformasi JKKK untuk pembangunan luar bandar.

Abstract

 

The Village Development and Security Committee (JKKK) serve as the intermediary of intergovernmental communications and stimulates the development of rural communities. However, there are weaknesses in the aspects of JKKK leadership that requires evolution in the context of leadership. The study will  identify the level of transformational leadership practise of the JKKK in Kampung Pachitan, Port Dickson, Negeri Sembilan. Transformational leadership theory is based on four dimensions in the Bass Model which are the ideal influence, motivation inspiration, intellectual stimulation dan individual consideration. Qualitative studies were conducted using primary data collection of interviews among identified informants and observation on Homestay Programs. Reference to the Eleventh Malaysia Plan dan Country Rural Development Plan are used as the secondary data. The findings show that leadership of Kampung Pachitan JKKK has practised the transformational leadership based on Bass Model with one additional dimension which is decision making process. The most dominant dimension is ideal influence. Believing in credibility of JKKK leadership plays a major factor in this dimension. Findings of the study can be used as the development of JKKK transformational leadership model for rural development.
