Pembentukan Instrumen Pengukuran Perancangan Strategik: Pendekatan Analisis Faktor Penerokaan

Abstract


Sektor awam merupakan agensi yang amat penting dalam melaksanakan segala perancangan strategik kerajaan yang mana ia menentukan hala tuju kementerian dalam memenuhi keperluan masyarakat dan negara. Namun begitu, terdapat kesukaran dalam membangunkan skala atau instrumen baharu yang mana peringkat awal penyelidikan terdapat ketidakpastian tentang sifat dimensi yang wujud serta terdapat kesukaran dalam membuat hipotesis untuk mengenal pasti faktor yang terbaik bagi menerangkan hubungan antara item. Justeru penyelidik menggunakan Analisis Faktor Penerokaan (EFA) untuk menentukan keabsahan instrumen persepsi untuk penyelidikan rintis responden terhadap (1) dimensi struktur organisasi, (2) dimensi budaya organisasi, (3) dimensi modal insan, dan (4) dimensi teknologi komunikasi. Kajian kuantitatif ini menggunakan rekabentuk tinjauan dengan borang soal selidik diedarkan melalui google form. Borang ini diedarkan secara dalam talian kepada penjawat awam pelbagai peringkat perjawatan yang mana mendapat maklumbalas seramai 100 responden. Hasil analisis EFA mendapati bahawa faktor penerokaan menunjukkan empat dimensi dengan nilai pengukur Kaiser-Meyer-Olkin (KMO) iaitu satu indeks pengukuran bagi kecukupan sampel mempunyai nilai Eigen lebih besar daripada nilai yang disyorkan iaitu 0.60 dan nilai Ujian Sphericity Bartlett adalah signifikan (χ2(190) = 3367.661, p < 0.05) dengan nilai Cronbach’s Alpha > 0.900. Penggunaan Analisis Faktor Penerokaan (EFA) dalam kajian ini memberi informasi yang penting kerana ia membolehkan penyelidik untuk mengenal pasti item utama yang mempengaruhi dimensi perancangan strategik di sektor awam melalui komunikasi modal sosial.
