Wacana Undang-undang Hudud dalam Khutbah Jumaat di Negeri-Negeri Terpilih di Malaysia
Abstract
Di Malaysia, khutbah Jumaat telahdimanfaatkan oleh pihak berkuasa agama dan kerajaan bagi mempengaruhi pendapat majoriti Muslim. Namun, sejauh mana khutbah menjadi medium untuk meningkatkan penerimaan perundangan syariah seperti hudud dalam konteks Malaysia masih belum disentuh oleh mana-mana pengkaji. Sehubungan itu, artikel ini bertujuan untuk membahaskan tentang sejauh mana khutbah telah menyebar dan mempromosikan undang-undang hudud di di negeri-negeri Malaysia? Kajian ini telah menganalisis teks-teks khutbah terpilih yang disampaikan pada tahun 2013 sehingga 2016 di beberapa negeri-negeri di Malaysia yang sebahagian transkripsinya boleh diakses di laman web rasmi jabatan agama negeri. Teks ini dianalisis menggunakan perisian Nvivo 11 dengan pendekatan tematik. Kajian ini membuktikan bahawa birokrat agama di peringkat negeri memainkan peranan besar dalam membentuk kefahaman dan sokongan masyarakat terhadap prospek perlaksanaan undang-undang hudud. Biarpun secara retorik, hudud digambarkan dalam khutbah sebagai suatu undang-undang yang berteraskan wahyu yang tidak boleh dikritik dan dipercayai boleh menawarkan penyelesaian kepada peningkatan gejala jenayah dalam masyarakat.
Discourse on Hudud Law in Friday Sermon in Selected Malaysian States
In Malaysia, Friday sermons have been utilized by States' religious authorities and government to influence the opinion of majority Muslim. Nevertheless, the extent of the khutba as a medium to increase the level of acceptance of Sharia law in Malaysia has yet to be discussed by any researcher. Thus, this article will discuss on how far khutba has spread and promoted hudud law in Malaysia, a motion that contradicted to the government’s stand, despites so many initiatives have been launched to curb the influence of Islamism in mosques. This research analysed khutba texts that had been delivered in 2013 until 2016 in several Malaysian States which transcriptions were accessible on the official website of the state religious department. All texts were analysed using Nvivo 11 software by thematic approach. This study found that religious bureaucrats in state level have been playing significant roles in shaping the society’s understanding and support for the prospect of hudud law. Even though it is considered as rhetoric, the hudud law has been depicted in khutba as a divine law that should not be criticized and believe to offer a solution to decrease the criminal rate in the society.
