Faktor penyertaan dalam membudaya keselamatan dalam pengurusan pekerja di Institusi Latihan Kemahiran Belia di Malaysia (Participation factors in cultivating a safety culture in employee management at Youth Skills Training Institutions in Malaysia)

Abstract


Keselamatan dan Kesihatan Pekerjaan (KKP) amat berkait rapat dengan budaya keselamatan dalam pengurusan organisasi. KKP menjadi isu utama yang melibatkan pekerjaan yang berisiko. Pengurusan KKP yang lemah akan memberi kesan kepada budaya keselamatan dan kebajikan pekerja. Tujuan kajian ini adalah mengenal pasti tahap faktor penyertaan dalam budaya keselamatan pengurusan pekerja di 22 buah Institusi Latihan Kemahiran Belia di seluruh negara dengan penglibatan 1,370 pekerja yang telah dipilih secara rawak sebagai responden kajian. Reka bentuk kuantitatif telah diadaptasi dengan penggunaan soal selidik sebagai instrumen utama kajian. Data dianalisis menggunakan perisian Statistical Package for Social Science versi 28.0. Analisis mendapati konstruk faktor penyertaan secara keseluruhannya memperoleh min 3.86 pada tahap sederhana dengan masing-masing sub konstruk (i) berkewajiban (min 4.21); (ii) penggubalan prosedur dan polisi (min 3.47); dan (iii) keputusan (min 3.69). Hal ini menunjukkan penggubalan prosedur dan polisi perlu dititikberatkan oleh organisasi terutamanya melibatkan pekerja dalam penggubalan arahan, prosedur dan polisi keselamatan di dalam sesebuah organisasi. Perkara ini merupakan tanggungjawab bersama antara pekerja dan organisasi bergerak seiring bagi memberi menjamin kepada tahap keselamatan dan kesihatan semua sebagai pemangkin kepada kesejahteraan organisasi. Justeru, satu Garis Panduan Institusi Latihan Kemahiran Belia perlu dipertimbangkan bagi meningkatkan budaya keselamatan yang positif agar mencapai tahap kemalangan sifar.

Occupational Safety and Health (OSH) is closely related to safety culture in organizational management. OSH is a major issue involving risky jobs. Poor OSH management will have an impact on the safety culture and welfare of employees. The purpose of this study is to identify the level of participation factors in the safety culture of employee management in 22 Youth Skills Training Institutions across the country, with the involvement of 1,370 employees who have been randomly selected as study respondents. Quantitative design has been adapted with the use of questionnaires as the main research instrument. Data was analyzed using the Statistical Package for Social Science software version 28.0. The analysis found that the participation factor construct as a whole obtained a mean of 3.86 at a medium level, with each of the sub constructs (i) being obligated (mean 4.21); (ii) formulation of procedures and policies (mean 3.47); and (iii) results (mean 3.69). This shows that the formulation of procedures and policies needs to be emphasized by the organization, especially involving employees in the formulation of instructions, procedures, and safety policies within an organization. This matter is a joint responsibility between the employees and the organization, moving in tandem to guarantee the level of safety and health of all as a catalyst for the well-being of the organization. Thus, a guideline for Youth Skills Training Institutions needs to be considered to improve a positive safety culture to achieve a zero accident level.
