Pelaksanaan Program Pengurusan Kualiti

Abstract


Ramai tokoh dan guru kualiti yang menjanjikan pembaikan danpada penggunaan teknik-teknik serta pendekatan pengurusan kualiti. Namun demikian, hasil pelbagai kajian empirik menunjukkan pelaksanaan berbagai-bagai program kualiu gagal menghasilkan natijah-natijah yang dijanjikan.Ini sedikit sebanyak telah menimbulkan keraguan dan sikap sinis terhadap program-program kualiti. Kertas ini mengemukakan beberapa isu pengurusan dalam pelaksanaan pengurusan kualiti. Penulis berpandangan bahawa pelaksanaan program kualiti seharusnya dilihat sebagaz proses mengurus perubahan yang melibatkan berbagai-bagai aspek organisasi termasuklah budaya dan orientasi organisasi, reka bentuk organtsasi, serta aspek-aspek amalan pengurusan sumber manusia.Kejayaan program yang dilaksanakan banyak bergantung kepada konteks organisasi. Teori-teori dan model-model yang digunakan oleh tokoh-tokoh dan perunding kualiti lazimnya kurang memberi perhatian kepada aspek-aspek tni. Kertas ini membawa beberapa isu pengurusan dengan harapan ia dapat membolehkan kita membina satu perspektif yang lebih menyeluruh.


ABSTRACT
Many champions and quality gurus promzse Improvement from the use of quality management techniques and approaches. Nevertheless, the findings of many empirical studies show that the implementation of various quality programs failed to deliver the promzsed result. ThIS has led to considerable doubt and cynicism about the usefulness of quality programs. This paper presents a number of issues on the implementation of quality management programs. It holds the view that quality management programs need to be seen as a change management process that involves many aspects including organizational culture and orientation; organizauonal design and elements of human resource management practice. The success of quality programs depends a lot on the organizational context. The models and theories used by many quality champions and consultants tend to ignore this dimenstion. This paper brings into the discusszon a number of management  issues with the hope that It will enable us to develop a more holistic perspective of quality management.
