Abstract


This paper discusses issues and challenges during the administration of Datuk Penghulu Tawi Sli, the second Chief Minister of Sarawak from 1966 to 1970. Most writings on him are limited to his involvement in the toppling of Stephen Kalong Ningkan in 1966, and the perception that he was a mere puppet of the Federal Government. The objective of this study is to navigate through his early life until involvement in Sarawak politics, leading to his appointment as Chief Minister. In addition, this study also seeks to re-evaluate the perception of him as puppet, and assess his role in the administration of Sarawak, managing disparate interests in the Sarawak Alliance, and defending Sarawak’s rights within Malaysia. This study uses the historical research method, focusing on primary sources from the National Archives Malaysia and the Tunku Abdul Rahman Memorial, and online sources such as the National Archives Australia files. The findings show that Tawi Sli had experience in administration, even though he was unassuming, before 1966, and argue that even with his weak personality, he managed to fight for Sarawak’s place in Malaysia, address the various interests within the Sarawak Alliance, and defend Sarawak’s rights.
