Manipulation of Vehicle Scales in Legal Metrology

Abstract


To ensure Malaysia’s economic growth aligns with modern technologies, a focused approach to legal metrology is essential, particularly regarding the manipulation of vehicle scales. These scales play a critical role in commercial transactions but are increasingly vulnerable to unauthorized alterations, compromising measurement integrity. Regulatory bodies, including the Ministry of Domestic Trade and Consumer Affairs (KPDN), the National Metrology Institute of Malaysia (NMIM), and the Malaysian Palm Oil Board (MPOB), have implemented inspection and enforcement programs to address these manipulative practices. However, instances of manipulation persist, driven by traders exploiting loopholes within existing regulations, particularly in the Weights and Measures Act 1972. This legislation has not kept pace with advancements in technology, allowing traders to tamper with computerized weighing systems. To effectively combat this issue, legal metrology must evolve by incorporating advanced software verification and enhancing the training of inspectors to assess software integrity. Additionally, regulatory frameworks should be updated to establish clear guidelines for the certification and monitoring of vehicle scales, reinforcing compliance and accountability. Addressing manipulation within legal metrology is crucial for protecting consumers and ensuring fair trade practices, ultimately fostering a transparent trading environment that supports sustainable economic growth and enhances the integrity of vehicle scales in Malaysia’s trade ecosystem.
