Indikator Perubahan Dalam Pelaksanaan Program Transformasi Daerah: Proses Pemerkasaan Pejabat Pendidikan Daerah Sebagai Organisasi Pembelajaran (Change Indicator in Implementation of District Transformation Program: Strengthening of District Education Process as A Learning Organization)

Abstract


Program Transformasi Daerah atau District Transformation Programme (DTP) di bawah Anjakan ke-6 bertujuan untuk mempercepatkan penambahbaikan prestasi sekolah melalui program yang sistematik dan dipimpin oleh Pejabat Pendidikan Daerah (PPD). Kajian ini menggunakan kaedah tinjauan yang bertujuan untuk mengenal pasti tahap indikator perubahan di PPD, mengkaji hubungan dan sumbangan antara proses pemerkasaan, organisasi pembelajaran dengan indikator pengurusan perubahan di PPD. Seramai 93 orang Ketua Pegawai Pendidikan Daerah dipilih dari seluruh Malaysia. Teknik pensampelan kelompok dan pensampelan rawak strata digunakan bagi menentukan responden kajian.  Hasil analisis deskriptif menunjukkan bahawa indikator pengurusan perubahan di PPD di Malaysia berada pada tahap sangat tinggi di mana kedua-dua komponen iaitu aktiviti (Min = 4.68) dan hasilan (Min = 4.60) berada pada tahap tinggi. Ini menunjukkan bahawa indikator bagi komponen aktiviti dilaksanakan dengan baik bagi membolehkan indikator komponen hasilan berada pada tahap yang tinggi. Analisis korelasi Pearson menunjukkan terdapat hubungan positif kuat antara ketiga-tiga pemboleh ubah yang dikaji iaitu proses pemerkasaan, organisasi pembelajaran dan indikator perubahan. Analisis regresi mendapati terdapat sumbangan faktor proses pemerkasaan kepada organisasi pembelajaran dan indikator perubahan, serta sumbangan faktor organisasi pembelajaran kepada indikator perubahan. Dapatan analisis berganda menunjukkan bahawa daripada lima prinsip tersebut, hanya dua prinsip yang iaitu sistem berfikir dan penguasaan peribadi didapati memberi sumbangan terhadap implementasi indikator pengurusan perubahan di PPD. Implikasinya, dapat dijadikan rujukan kepada PPD dalam memantau perubahan dalam Program Transformasi Daerah yang dilaksanakan berada dalam landasan yang betul melalui indikator perubahan ini. Kesimpulannya, kajian ini memberikan nilai tambah terhadap pelaksanaan Program DTP dalam memperkasakan PPD sebagai organisasi pembelajaran.

Abstract

The District Transformation Program (DTP) under the 6th Shift aims to accelerate the improvement of school performance through a systematic program led by the District Education Office (PPD). This study aims to identify the level of change indicator in the PPDs, the relationship and contribution between strengthening processes, learning organizations with change indicators in PPDs. A total of 93 District Chief Education Officers were selected from all over Malaysia. Group sampling techniques and strata random sampling were used to determine the respondents. The results of the descriptive analysis show that the change indicators PPD in Malaysia are at a very high level where components of Activity (Mean = 4.68) and Output (Mean = 4.60). This indicates that the indicators for the activity component are well implemented to enable the output component indicators to be at a high level. Pearson's correlation analysis shows there are strong positive relationships between the three variables studied i.e. the strengthening process, learning organization and change indicator. Regression analysis found that there was a contribution of strengthening factor to learning organization and change indicators, as well as the contribution of learning organizational factors to change indicators. Multiple analysis show that out of the five principles, only two principles namely thinking system and personal mastery were found to contribute to the implementation of change management indicators in PPD. The implication, is that it can be use as a reference to the PPD in monitoring changes in the District Transformation Program that are implemented are on the right track through these indicators of change. In conclusion, this study provides added value to the implementation of the DTP Program in empowering PPD as a learning organization.
