Industri Pelancongan di ASEAN: Satu Cabaran

Abstract


Although tourism in most ASEAN countries may be considered as an infant, dynamic and competitive industry, the prospect of cultivating a stronger regional co-operation in tourism cannot be denied. In doing so, the ASEAN countries should respond as one entity, at the least in their 'collective role' in identifying the problems and constraints that hinder the regional cooperation in tourism development. It is the purpose of this article to discuss the critical problems of the tourism co-operation in ASEAN countries and thereby to suggest some strategies towards addressing those problems. However, it is believed that all these considerations would be futile if the ASEAN countries fail to pursue a 'healthy' and practical' co-operation, at least in being willing to sacrifice a small portion of their national interest for the benefit of the ASEAN region in the near future.

ABSTRAK

Walaupun industri pelancongan di negara-negara ASEAN dianggap masih baru, dinamik dan kompetitif, namun, prospek ke arah menjalinkan kerjasama serantau yang lebih kukuh tidak boleh dinafikan. Dalam melaksanakan kerjasama ini, negara-negara ASEAN sepatutnya bertindak sebagai satu entiti dalam mengenalpasti segala masalah dan halangan. Oleh itu, artikel ini cuba mengupas apakah halangan-halangan yang kritikal yang menghambat kelancaran kerjasama ASEAN dalam bidang pelancongan dan seterusnya, mengemukakan beberapa cadangan bagi menghadapi halangan-halangan tersebut. Namun, dirasakan bahawa segala halangan dan cadangan ini tidak akan bermakna, sekiranya negara-negara anggota ASEAN tidak berupaya mengadakan kerjasama yang 'sihat' dan 'praktikal', ataupun sekurang-kurangnya dapat mengorbankan sebahagian kecil kepentingan nasional demi kepentingan ASEAN pada masa akan datang.
